1Introductione Wideband InterNetworking engineering test and Demonstration Satellite “KIZUNA” (WINDS) is an engi-neering test and demonstration satellite to establish high-speed satellite communication technology that was developed by the National Institute of Information and Communications Technology (NICT) and Japan Aerospace Exploration Agency (JAXA).
